Russian ballistic missiles struck the grounds of a university in Kyiv and the area around it – effectively the campus, Kyoto Park, the area near a metro station, and residential buildings. The exact number of casualties is not yet known. But tragically, there are victims. There are people injured. Rescue operations are underway. There is extensive damage, and there are also reports that people may be trapped under the rubble. All emergency services are at the scene and doing their work – saving lives. The missiles hit very crowded areas, and there is not a single military facility nearby. This was a strike directly on the city, on its infrastructure. Unfortunately, there may be more strikes coming. The attack with “shaheds” is also continuing – against Kyiv and our other cities and commun…

Thanks for the conversation, Piers, and for your respect for free speech and liberty – values that matter, especially when so many are blinded by money.

The speed limits on Starlink and Starshield are still there. The speed has not been restored. And the delivery of interceptors to protect us against Russian ballistic missiles is still delayed. We’re waiting for interceptors that were already agreed on. But they are still not coming. This is a real problem, because the Russians attack us almost every single day. All of this is happening while we continue our quite successful operations on the front. We keep defending positions. Things have become harder – partly because of the Starlink and Starshield policies and speed limits. But our frontline is still holding and I am proud of how strong our people are. Landed in the Netherlands with my team for a meeting with Prime Minister Rob Jetten. We are strengthening our partnership and working to provide greater protection for Ukraine. We will discuss defense and economic cooperation, strengthening Ukrainian air defense, and new steps to support Ukraine. A meeting with representatives of Ukrainian and Dutch businesses is also scheduled for today. I will also have an audience with King Willem-Alexander of the Netherlands. I am grateful that the Netherlands supports Ukraine and stands up for the protection of lives. We are working together to strengthen our shared security.

Arrived in Norway with my team. Important meetings are scheduled: a trilateral with Jonas Gahr Støre and Alex Stubb, a bilateral with Steve Witkoff, and a meeting of all four of us. I will also have an audience with King Haakon VIII of Norway and a meeting with the Storting. We are maintaining all contacts that can help bring peace. We will also discuss strengthening our air defense and joint production. I am grateful to everyone who supports Ukraine and a dignified path to peace.

We warned that if sanctions are eased anywhere in Europe, others will quickly – we see it – take advantage of it. And now we can see how cash will start flowing back into Russia through the “Diesel Deal.” This “Diesel Deal” will never be enough to offset the impact of the Strait of Hormuz on global markets. But it will put more money straight into Putin’s pocket to fund this war. We need a strong 22nd EU sanctions package. And please, we need real sanctions against every company and every person involved in making Russian ballistic missiles, advanced communications systems and drones – and those involved in Russia’s financial system. From an address to the participants of the European Council meeting. (3/5)

Since the American President announced the energy ceasefire a week ago, Russia has deliberately attacked Ukraine’s energy and oil and gas sectors 76 times. Last night alone, there were strikes on substations in the Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions. Tens of thousands of families remain without power. Energy workers and repair crews are working virtually around the clock to restore electricity supply. Overnight, the Russians also struck residential buildings in our regions. As of now, 12 people have been reported injured, including two children. Two people have been killed. My condolences to their families and loved ones. This morning, there was a strike on an agricultural enterprise in Volyn. All necessary services are working at the site. In total, over this past week…

I really want our relations – between Ukraine and America, and with all our other partners – to be strong, truly friendly, and without misunderstandings. Because without a strong America that cares about what happens in the world, the world would definitely be a worse place. These days, people ask why Ukraine is speaking more openly and directly to the world. The answer is simple. We want others to understand us – societies, nations, as many people as possible. When people understand what is really going on, political leaders can take a stronger path – the one that can really bring peace closer. And peace is what we want more than anything.

Putin wants to destroy us. He doesn't respect us, our sovereignty and territorial integrity. He really thinks that we are not a country, not a nation. Do you really believe that just the eastern part of our country will be enough for him? Then why did he go for Kyiv when the full-scale invasion began? Is that Donbas? No, it’s the capital. Without the capital, there is no state. And what will happen afterwards? On what borders will he stay? If now he's testing all these drones against European, even NATO countries? They are not loud for now. They don't want to escalate because they have one Russian drone, two drones, ten. But you will be very loud when there will be ballistic missiles, cruise missiles, and thousands of drones. We had one thousand drones yesterday. But the American side …

The American negotiating track will continue. We’re counting on them to put more pressure on Putin, not on us. Otherwise, it’s simply unfair. As for our meetings with the American side – we expect to meet and are ready to meet in Ukraine or in Europe. If they want to meet in America, let them invite us. We’re ready to negotiate anywhere, and we’re ready for any format: three-way, two-way, four-way, five-plus – it doesn’t matter. What matters is peace. The American side has given us a signal that our meeting with them can happen next week. And, of course, in my view, Europeans need to have their own infrastructure and their own track for negotiations with Russia. We need to pursue every possible avenue to stop the war. We’ll also speak separately with Türkiye. I plan to talk separately wi…

I had a great conversation with the UK Prime Minister @AndyBurnham, and we are grateful to Britain for its unwavering, strong, and truly leading support. Today, Britain made a strong decision to provide an additional £10 billion in financial support – £7 billion in economic support over the next three years, and another £3 billion in British export support, primarily for the supply of much-needed weapons that will strengthen our protection of lives. This is on top of the annual support Britain already provides to Ukraine. A truly strong and very timely step – coming right as Russia needs to see and feel that Ukraine will not be left alone to deal with the problems Russia is so eager to escalate. Every step to strengthen Ukraine brings Russia closer to realizing that it must end this war …

I met with the Speaker of the Seimas of the Republic of Lithuania, Juozas Olekas. I thanked the Lithuanian people for their unwavering, strong, and consistent support for Ukraine. We discussed in detail our European integration and the priorities of Lithuania’s presidency of the Council of the EU in the first half of 2027. It is very important that the remaining two negotiating clusters for Ukraine be opened by the end of this year, so that during Lithuania’s presidency we can already begin closing negotiating chapters. I briefed the Speaker on the meetings in Oslo and the overall situation in the negotiation process. We expect the trilateral meeting of the American, Ukrainian, and Russian teams to take place as early as the beginning of November. I am grateful to Lithuania for support…

A good meeting with Prime Minister Rob Jetten @MinPres of the Netherlands. Thank you for the new military support package for Ukraine worth €500 million, which is being prepared right now – this fall. This is truly significant, especially when it comes to repelling Russian air attacks. I also thank you for the announced €1.2 billion package of non-lethal support for Ukraine. It strengthens our resilience, and the funds will go toward energy support, infrastructure recovery, the social sector, and health care. Rob and I discussed the situation in the diplomatic process in great detail. A lot is happening right now. In the context of preparations for the trilateral meeting planned in Abu Dhabi, we discussed what we can do together with our European partners to ensure that the position of …

270 of our people are home. A very important result. National Guard members, including Azov warriors, border guards, warriors of the Territorial Defense Forces, the Navy, the Land Forces, the Airborne Assault Forces, and the State Special Transport Service, as well as nine civilians, are returning home. Most of them had been in captivity since 2022. Most of those released are warriors who defended Ukraine in Mariupol. Defenders from the Donetsk, Luhansk, Kharkiv, Zaporizhzhia, Kherson, Kyiv, Mykolaiv, and Chernihiv sectors are also returning. Many were illegally convicted in Russia. Among those returning are five people who survived the Russian terrorist attack in Olenivka in July 2022. We remember one and all and continue searching for everyone. The election campaign in Brazil was intense, and many around the world closely followed its developments, key moments, and statements.

Of course, we are not losing this war. But we are losing people. Because of the Russian attacks, we're losing people and time. It's such a pity, because our children don't have a real life and childhood. Not only children, but all people. That's why we need to end this war as quickly as possible. I hope that our partners, Americans and Europeans, will help us. God bless, our strong soldiers stay strong on the battlefield. It helps me stay strong during any kind of negotiations.

We believe this war will be over as soon as possible. But Putin plans to stick around much longer. He is building a Russia that looks like North Korea – where children are raised from an early age for war and to die for their leader. So Russia will not stop being dangerous. And it is our – Ukrainian – strength, our army, our technologies that help guarantee also European security, your security. These security guarantees are not yet reflected – we think – in your budget from 2028 onward. Let’s get serious about this. Let’s work out exactly how Ukraine’s defense capabilities should be included in that budget. From an address to the participants of the European Council meeting. (5/5)

I met with Prime Minister of Denmark Mette Frederiksen @Statsmin. We discussed in detail the threats of Russian escalation, particularly against our energy infrastructure. It is clear that Russia has taken signals about easing sanctions as a green light to continue waging war against residential buildings, substations, and any other infrastructure that sustains normal life. Right now, it is critically important for everyone in Europe to mobilize to strengthen protection against this brutal terror ahead of winter. Air defense is the top priority, first and foremost anti-ballistic defense and everything that helps intercept jet-powered “shaheds.” We also discussed how Denmark can help provide financial support for our resilience. We agreed that our teams will continue working at their l…

With Finnish Prime Minister @PetteriOrpo, we discussed how to protect Ukraine against Russia’s brutal strikes on civilian infrastructure. Overnight and throughout today, Russia launched new strikes on our energy facilities. Parts of the Volyn region and Kyiv are still without power after yesterday evening’s attack. We constantly need the means to shoot down missiles and drones to protect people’s lives and critical infrastructure. New decisions to support Ukraine will come as early as this month. Finland has always helped us, and we greatly appreciate it. We also discussed our need for shelters. Is there a threat of strikes and an increase in attacks on the western part of our country? Absolutely. Is Russia preparing for this? I think so. Because we know that they are placing relay stations on Belarusian territory to use this corridor for drones and intensify the attacks. But that’s not enough for them. They need Lukashenko’s support to deploy other types of weapons on Belarusian territory, including ballistic missiles. And, of course, deploying ballistic missiles in Belarus would pose a threat primarily to the western part of our country. I’m sure Putin has these intentions. But this would mean directly drawing Belarus into this war. Directly. And, in my view, it would be very dangerous. Certainly for Belarus as well. God willing, they won’t get drawn into this. We discussed the diplomatic situation and efforts to end Russia's war. I am grateful for his solidarity with Ukraine and our people, and for his readiness to work together for peace. We also discussed opportunities for cooperation between Ukraine and Hungary, trade, and issues related to agricultural products. Ukraine always stands for good-neighborly relations and mutual strengthening. We agreed to resume joint work at various levels and to exchang…

President Trump and I are on the same side when we speak about ending Russia’s war, but we see different instruments for achieving that goal. My philosophy is that Putin is a deeply Soviet person, both in his reality and mentality. We know it because my generation was born in the Soviet Union. When Putin is lying, we feel it. We were neighbors with the Russians for so many years. That's why I think we understand the Russians more clearly than the United States. The United States, considering global security, can discuss with the Russians different topics. But we understand the mentality of both Putin and the Russian people, their soldiers and civilians. When they are ready to do something, and when they fear Putin because they know they can be imprisoned. If they don’t go and kill Ukrain…

My team and I spoke with President Trump’s envoys – Steve Witkoff and Jared Kushner. We talked about the results of the meetings in Oslo and St. Petersburg, and how we can move diplomacy forward this November. We have an agreement to hold a trilateral meeting – Ukraine, America, and Russia – at the team level. The plan is to meet in the first half of November. We are ready to meet any day – even tomorrow. But it all depends on the Russians. We expected a trilateral meeting this October, too. But it didn’t happen – because the Russians came up with another reason not to meet. Now we all need to focus on making these meetings happen – together with America, Europe, and all our partners. Can they happen without America or without American pressure on Russia? Probably not. That’s why we are…

I held a coordination call on the situation with weapons supplies from our partners and efforts to restore energy infrastructure following Russian strikes. Prime Minister Sergii Koretskyi reported on the work underway in the regions. I thank every repair crew and all energy companies that are fully carrying out their assigned tasks. The work is continuing virtually nonstop, and we are using the equipment reserves we have built up. I expect the Ministry of Foreign Affairs of Ukraine, the Ministry of Energy, and other agencies involved to communicate in a timely and sufficient manner the need to replenish these reserves. The Minister of Defense of Ukraine, the Commander-in-Chief of the Armed Forces of Ukraine, and the Minister of Foreign Affairs reported on the supply of air defense interc…

The number of people injured in the Russian strike on a university campus and the surrounding area yesterday evening has risen to 12. Five of them are students and university staff. While emergency services were helping people and dealing with the aftermath of the first strike, the Russians used ballistic missiles again. In total, 16 ballistic missiles were launched overnight. More than 280 drones as well. Tragically, there have been casualties and hits in Kyiv, including on the South Bridge. A serious escalation in Russia’s operation against our logistics. There were also strikes on the Kyiv, Vinnytsia, Zaporizhzhia, Dnipro, Kharkiv, Odesa, Chernihiv, Sumy, Donetsk, Kherson, and Chernivtsi regions. Almost everywhere, Russia’s targets were the energy sector, logistics, and ordinary urban …

We are ready for trilateral talks between technical groups, which must yield a concrete result. The Americans asked me, “What specifics do you want?” I said, “Look, can the war end in November during a meeting of the technical group?” Without the leaders, it cannot be fully ended. Okay, if that is not possible, then give us an energy ceasefire, the sea, grain, an all-for-all exchange, or a meeting of leaders. Of course, that is a result. A result is an opportunity. Energy, grain, people – these are concrete things, while a meeting at the level of leaders is an opportunity to have something concrete after our trilateral. This is what we are asking for and proposing. We are not demanding it, but proposing it to the American side. Then that would show seriousness. But if this is just a poli…

I would not want us to approach a meeting of the three leaders – Ukraine, the United States, and Russia – having lifted all sanctions on the Russian Federation. This is an important point. Sanctions were imposed for aggression, not for an opportunity to have a chat. So if we say that this is the end of the war, there is a certain order for lifting sanctions. I told the American delegation this because I have had this feeling for quite a long time: when we talk about Russia’s loyalty, we should not buy it at such a price. Because without sanctions, we could find ourselves in a trilateral dialogue where we still do not know what will happen next, but the sanctions have already been lifted. And who will have the strength we had at the beginning of the war to impose all those sanctions again?…
