During my meeting with King Willem-Alexander of the Netherlands, I spoke about the lives of our people under constant Russian attacks and our diplomatic efforts with partners to achieve peace. I thank His Majesty for his support and for the meeting. The Netherlands is one of Ukraine’s closest and most reliable partners. We value all the assistance provided. Ключовий дефіцит наразі у нас ракети для «петріотів», щоб перехоплювати російську балістику. Саме на балістику росіяни роблять ключову ставку у війні, особливо перед зимою. І нам потрібне зараз особливе сприяння саме у забезпеченні протибалістикою. Ресурс цей в Європі є, у наших партнерів в Америці є. Важливо, щоб реально працювали відповідні програми, зокрема програма PURL, і щоб постачання за програмою не відкладалось американською стороною. Ми дуже розраховуємо на підтримку цього на всіх рівнях. Кожен день відкладання для нас – це втрати, руйнування, враховуючи, що російська балістична операція проти наших міст і громад триває в щоденному режимі без перерви. Потрібне відповідне постачання. Our key shortage right now is Patriot interceptors to take down Russian ballistic missiles. Russia is betting primarily on ballistic missiles in this war, especially with winter approaching. We now need particular help securing anti-ballistic missile interceptors. Europe has these resources, and so do our partners in the United States. It is important that the relevant programs truly work, particularly the PURL initiative, and that the U.S. side does not delay deliveries under the program. We are counting heavily on support for this at every level. Prime Minister Rob Jetten @MinPres and I met with the heads of Ukrainian and Dutch companies in the defense, energy, and software sectors. Our teams also joined us online from Kyiv, where Dutch Minister of Foreign Trade Sjoerd Sjoerdsma is visiting today. We defined key priorities and decisions that can strengthen our practical economic cooperation: defense production, joint technology and energy projects, industrial development, and, very importantly, satellite technologies and air defense. І це те, що дійсно вагомо. Зокрема, для відбиття російських повітряних атак. І окремо дякую за оголошений пакет нелетальної підтримки для України – 1,2 мільярда євро. Thank you for the new military support package for Ukraine worth €500 million, which is being prepared right now – this fall. This is truly significant, especially when it comes to repelling Russian air attacks. I also thank you for the announced €1.2 billion package of non-lethal support for Ukraine. It strengthens our resilience, and the funds will go toward energy support, infrastructure recovery, the social sector, and health care. Сьогодні є сильне рішення Британії про додаткову фінансову підтримку загальним обсягом 10 мільярдів фунтів: 7 мільярдів фунтів економічної підтримки на наступні три роки, ще 3 мільярди фунтів – британська експортна підтримка переважно для постачання необхідної зброї, яка посилить наш захист життя. Це в плюс до тієї щорічної підтримки, яку Британія вже надає Україні. I had a great conversation with the UK Prime Minister @AndyBurnham, and we are grateful to Britain for its unwavering, strong, and truly leading support. Today, Britain made a strong decision to provide an additional £10 billion in financial support – £7 billion in economic support over the next three years, and another £3 billion in British export support, primarily for the supply of much-needed weapons that will strengthen our protection of lives. This is on top of the annual support Britain already provides to Ukraine. A truly strong and very timely step – coming right as Russia needs to see and feel that Ukraine will not be left alone to deal with the problems Russia is so eager to escalate. Our deepest sympathies go out to Spain, Prime Minister Pedro Sánchez @sanchezcastejon, and all the Spanish people following the tragic train collision in Toledo, which has claimed dozens of lives and left many injured. A shocking disaster. Our condolences to everyone who lost loved ones. We wish all those injured a speedy recovery.

Будемо говорити про оборонну та економічну співпрацю, посилення української ППО та нові кроки на підтримку України. Сьогодні запланована зустріч і з представниками українського та нідерландського бізнесу. Матиму також аудієнцію у Короля Нідерландів Віллема-Александра. Вдячний, що Нідерланди підтримують Україну й відстоюють захист життя. Працюємо разом, щоб посилювати спільну безпеку.

Landed in the Netherlands with my team for a meeting with Prime Minister Rob Jetten. We are strengthening our partnership and working to provide greater protection for Ukraine. We will discuss defense and economic cooperation, strengthening Ukrainian air defense, and new steps to support Ukraine. A meeting with representatives of Ukrainian and Dutch businesses is also scheduled for today. I will also have an audience with King Willem-Alexander of the Netherlands. I am grateful that the Netherlands supports Ukraine and stands up for the protection of lives. We are working together to strengthen our shared security.

Many people didn't see that Russia was attacking our data and cyberspace over a long period of time. Then we found a way to weaken Russia's strategy, to respond to their attacks on data. We are different here. Ukraine is more technologically advanced. The Russians attacked our data centers so many times, and still we had cell service and an Internet connection. Because we are digitally decentralized and advanced. Our responses are more painful for Russia because they are more centralized. They have a different strategy. Because they have a lot of air defense assets, they are simply defending what they have. We don’t have too much air defense – we have a shortage. That is why we decentralized everything, not only data. But we always try to respond and do so only after Russian attacks again…

To speak honestly is one of our weapons, to be open, and to be clear. Not to play games with our partners. This is my rule of thumb. There is a lot of pressure on Ukraine at the moment, and of course I have to be louder. And I will be, because it's part of our defense strategy. We are not trying to be somebody else. If I feel that dangerous things are looming over Ukraine, I have to defend my country. And I do what I can, like our soldiers on the battlefield and people who work for Ukraine. President Trump and I are on the same side when we speak about ending Russia’s war, but we see different instruments for achieving that goal. My philosophy is that Putin is a deeply Soviet person, both in his reality and mentality. We know it because my generation was born in the Soviet Union. When Putin is lying, we feel it. We were neighbors with the Russians for so many years. That's why I think we understand the Russians more clearly than the United States. The United States, considering global security, can discuss with the Russians different topics. But we understand the mentality of both Putin and the Russian people, their soldiers and civilians.
