Putin wants to destroy us. He doesn't respect us, our sovereignty and territorial integrity. He really thinks that we are not a country, not a nation. Do you really believe that just the eastern part of our country will be enough for him? Then why did he go for Kyiv when the full-scale invasion began? Is that Donbas? No, it’s the capital. Without the capital, there is no state. And what will happen afterwards? On what borders will he stay? If now he's testing all these drones against European, even NATO countries? They are not loud for now. They don't want to escalate because they have one Russian drone, two drones, ten. But you will be very loud when there will be ballistic missiles, cruise missiles, and thousands of drones. We had one thousand drones yesterday. But the American side …

We don’t use Starlink for our responses inside Russia. We use Starlink to intercept jet-powered “shaheds” that attack our civilians and kill families. Starlink wasn’t turned off – its speed was reduced. And when the speed was reduced, we were unable to intercept a certain number of jet-powered “shaheds.” We couldn’t use a tool that helps protect people. That’s very painful and frustrating. We also use Starlink for mid-range strikes against enemy military targets in our temporarily occupied territories. We couldn’t do that when the restrictions were in place. And third, what matters most is people. Our warriors, who spend weeks and months on the front line, receive food and water delivered by drones using Starlink. Has the speed been fully restored to what it was before? No. Is it being…

Putin doesn’t want negotiations right now – in any format. He’s playing word games, saying that “they’re responding.” It looks like a travesty of any genuine desire to end the war. We can’t accept diesel deals, because gas deals will come next. I’m absolutely sure of that. After gas, sanctions will be lifted on other things. It will eventually extend to the banking system, specific individuals, and the chemical industry. And there are risks around the frozen assets. If I don’t defend that through diplomacy – who will do it for us? From a conversation with media representatives in Brussels. (1/3)

I appreciate the position of Swedish Prime Minister Ulf Kristersson @SwedishPM: it is important to increase pressure on Russia and step up support for Ukraine, not the other way around. This is exactly what Europe’s collective response to Russia’s escalation should be. We discussed in detail what we need to defend ourselves against constant attacks, first and foremost, stronger air defenses. I thank Sweden for our agreements on Gripen fighter jets. We expect deliveries soon. They will complement our F-16s, particularly in shooting down jet-powered “shaheds.” We also focused on our path to EU membership and support for our energy sector as we prepare for winter. I am grateful to the people of Sweden, the government, and Ulf personally for their support for Ukraine and our joint efforts t…

With Finnish Prime Minister @PetteriOrpo, we discussed how to protect Ukraine against Russia’s brutal strikes on civilian infrastructure. Overnight and throughout today, Russia launched new strikes on our energy facilities. Parts of the Volyn region and Kyiv are still without power after yesterday evening’s attack. We constantly need the means to shoot down missiles and drones to protect people’s lives and critical infrastructure. New decisions to support Ukraine will come as early as this month. Finland has always helped us, and we greatly appreciate it. We also discussed our need for shelters. Together with Finland, we established the Shelter Coalition, and now we need to speed up this work. Every Ukrainian city and community must have proper shelters. I thank Finland for its readiness…

We believe this war will be over as soon as possible. But Putin plans to stick around much longer. He is building a Russia that looks like North Korea – where children are raised from an early age for war and to die for their leader. So Russia will not stop being dangerous. And it is our – Ukrainian – strength, our army, our technologies that help guarantee also European security, your security. These security guarantees are not yet reflected – we think – in your budget from 2028 onward. Let’s get serious about this. Let’s work out exactly how Ukraine’s defense capabilities should be included in that budget. From an address to the participants of the European Council meeting. (5/5)

The war will cost 155 billion euros next year. And we need at least 70 billion euros more from you – for defense, for weapons, and for our resilience. This is a realistic amount. And I ask you to find this support. It will help us hold Russia back. There are some very simple facts. We stop most Russian assaults on the front line thanks to drones. We cut Russian supply lines with these technologies. And our drones are helping to weaken Russia’s economy. Right now, we could produce two or three times more drones – depending on the type. But we simply don’t have enough money for that. It’s true. Just imagine if we could put two or three times more pressure on Russia than we do today. We warned that if sanctions are eased anywhere in Europe, others will quickly – we see it – take advantage of it. And now we can see how cash will start flowing back into Russia through the “Diesel Deal.” This “Diesel Deal” will never be enough to offset the impact of the Strait of Hormuz on global markets. But it will put more money straight into Putin’s pocket to fund this war. We need a strong 22nd EU sanctions package. And please, we need real sanctions against every company and every person involved in making Russian ballistic missiles, advanced communications systems and drones – and those involved in Russia’s financial system. From an address to the participants of the European Council meeting. (3/5)

I am grateful to all of you who are trying to keep Europe and the United States together. There are so many people with good hearts in America who sincerely want evil to lose and Ukraine to stand strong. These are the very hearts that helped Europe defend its freedom, and that fought on D-Day, won the Cold War, and want what is best for Europe. Hearts that want to be allies, not to divide or humiliate Europe. I believe most Americans still feel this way. And at the end of the day, the American people will have their say. Putin will listen to America if America really turns up the heat on him and makes one thing clear – either he chooses peace, or he gets no more money for his war. From an address to the participants of the European Council meeting. (2/5)

I am grateful for your support for Ukraine. Thank you. We’ve been through a lot together – during these years of full-scale war. None of us wanted this war, absolutely none of us. But it is us who have to deal with its brutality and all the instability it has caused. Unity in defense is always built by many standing together. Without a determined European Union capable of making strong decisions Putin would have gone much further by now. The European Union has not fallen apart. It has not backed down or given in to fear when it came to defending the European way of life. And that mattered just as much as the courage of Ukrainians. From an address to the participants of the European Council meeting. (1/5)

I met with Hungarian Prime Minister Péter Magyar @magyarpeterMP. We spoke one-on-one about key issues on our bilateral agenda and Ukraine's progress toward EU accession. I thanked the Prime Minister for his principled steps and for the opening of two more negotiating clusters. We are working to open the remaining two by the end of the year. We discussed the diplomatic situation and efforts to end Russia's war. I am grateful for his solidarity with Ukraine and our people, and for his readiness to work together for peace. We also discussed opportunities for cooperation between Ukraine and Hungary, trade, and issues related to agricultural products. Ukraine always stands for good-neighborly relations and mutual strengthening. We agreed to resume joint work at various levels and to exchang…

I had a good meeting with the President of the European Council, António Costa @eucopresident, and the President of the European Commission, Ursula von der Leyen @vonderleyen. Right now, there are no signals from Russia that it is ready to end its war. The signals it is sending point to something entirely different and certainly do not bring peace any closer. After overnight Russian strikes on energy infrastructure, Russia carried out a horrific strike on Kharkiv this morning. Two people have already been reported killed. My condolences to their families and loved ones. Seventeen others were injured. Russia also struck a shopping mall in Rivne and energy facilities in four regions. European leadership is needed to ensure that people's lives are sufficiently protected from this Russian te…
